Professor Duncan Eaton

Executive Advisor to the Associate Parliamentary Health Group


Duncan is currently Chairman, Kimal Holdings plc, Executive Advisor to the Associate Parliamentary Health Group and is a non-executive director and advisor to several healthcare and public sector related companies and organisations. He is also an advisor to the Health Care Supply Association.

Previously, he had a 40-year career in NHS and civil service management. Duncan established and was Chief Executive of the NHS Purchasing and Supply Agency from 2000 to 2006, which was responsible for providing national level purchasing and strategic procurement direction to the NHS in England.

From 1992 to 2000 he was Chief Executive, Bedfordshire Health Authority. He is a past president of the Chartered Institute of Purchasing and Supply and the Health Care Supply Association.

He holds an Honorary Professorship at the University of Bath.

Mark joined the National Health Service in 1978 and worked for the Mid Glamorgan Health Authority Supplies Department, later moving to WHTSO (which became the Welsh Health Common Services Authority).

During the Mid 1980’s, Mark joined the North West Regional Health Authority as a purchaser at Trafford Park Hospital.

Following a move back to Wales as Head of Purchasing in East Dyfed Health Authority, Mark returned to WHCSA as Director of Materials Management with the creation of the Procurement Group in Wales.

In 1996, Mark was appointed as Director of Welsh Health Supplies following the market testing of the Contracting and Supply Chain services.

In 2011, Mark was appointed as the Director of the Procurement Division of the NHS Wales Shared Services Partnership.  The Division has over 500 staff across locations the length and breadth of Wales covering Sourcing, Supply Chain, Accounts Payable, Purchasing and Capital.

Adele Cahill, NHS Wales Shared Services Partnership

Adele Cahill has been a senior Procurement professional for over 33 years, heading up the Procurement teams across NHS Wales, and has spent time in other general management roles supporting Turnaround and Transformation programmes across various Welsh Health Boards.

Her roles have been instrumental in reviewing practices across a range of services, with a track record of successful change management, programme and project management and implementation, through effective leadership.

Adele was introduced to this work during 2015 by Mr Alan Brace the Director of Finance & Procurement and has now joined Aneurin Bevan Health Board to provide the programme director leadership in the Value based healthcare programme.

More latterly Adele has been working with colleagues in NHS Wales Shared Services Procurement, ICHOM and Industry leaders to look at opportunities in support ouf contracting for Outcomes, i.e. Value-Based Procurement.

Current roles and interests include:  Management & Implementation Lead for the ICHOM strategic partnership and outcomes measurement, Member of the HCSA Healthcare Supplies Agency, and CIPS Chartered Institute of Purchasing & Supply, and more latterly Value based healthcare/procurement.

Dr Sally Lewis, National Clinical Director for Value-Based and Prudent Healthcare


Sally has front-line experience of primary care at its most challenging. She rebuilt a struggling valley-based GP practice into one of the most successful in South East Wales. This formative experience gave her insight into the clinical leadership and business management required to serve a deserving local population with limited resources.

She entered a career in medical management in 2011 and was appointed to Assistant Medical Director for value-based care in the Aneurin Bevan University Health Board in 2014.  Her current interests include the utilisation of value-based principles to allocate resource in publicly funded systems, patient outcome data and digital transformation.

Still practising as a GP, Sally is now National Clinical Director for Value-based and Prudent Healthcare, and Honorary Professor at Swansea School of Medicine.

Mark Chapman, Director Health Economics & Commissioning, Medtronic UK & Ireland


Mark has been with Medtronic since 2001, and currently heads the Health Economics team where he is responsible for Medtronic’s strategies related to Health Economics, economic regulatory submissions and associated clinical study design as related to the quantification of value, cost and effectiveness. Prior to joining Medtronic, he trained as a Clinical Physiologist, and worked for 11 years within the UK NHS, Tertiary Cardiac Care, with a specialist interest in complex cardiac devices.

Mark currently sits as the Med-Tech Industry representative within NICE technology appraisal programme , is a past member of the External Advisory Board, University of Leeds EPSRC Centre for innovative Manufacturing of Medical Devices., and has undertaken secondment within the UK Government, Office for Life science, Department of Business, as Med Tech Policy Advisor. Supporting the work of the UK Life Sciences Strategy.

Mark holds; a BSc (Hons) in Applied Biological Sciences , Post Graduate Diploma –Health Economics and received his MBA from Keele University, School of Public Policy.

Born in Newport and currently living in Magor, I joined Crown Commercial Service from the Department for Work and Pensions in August 2014.

For the last year I have been working as a Central Government Relations Manager and I have a strong background in customer service delivery.

I am relatively new to my current role, having joined the Wider Public Sector team only recently and am looking forward to developing relationships and stakeholder engagement opportunities.

Away from work, I am a Community (Parish) Councillor in South Wales. I have two grown up children and enjoy walking in the countryside with my husband and my dog.

An experienced Procurement Manager who has worked in numerous Public and Private Sector organisations including: Nuclear Electric PLC, Wessex Water PLC, HM Prison Service, Cardiff County Council, Bristol City Council. I joined the NHS Shared Services Partnership in 2014 and for the past 2 years have been transforming the NHS’s Accounts Payable function. The function transacts over 1.7 million invoices with a value in excess of £4.3 billion.

Clive has 25 years’ experience working in Procurement, Supply Chain and Finance across both the public and private sector. Clive joined Oxygen Finance in 2011 after a successful career working at Accenture for 14 years and also 7 years working in various senior positions in industry for Cable and Wireless, British Gas, Royal Mail and Vodafone.

He is a multi-award winner and has delivered innovative and leading solutions on a multi-national basis. As Chief Operations Officer, Clive is responsible for all aspects of client delivery and services, he has developed the Oxygen Methodology and Assets.

Clive holds a BSC in Construction & Management from Reading University.
