Buyers and suppliers are in for a bit of a surprise, as the full extent of the changes to the procurement procedures, implemented through the new UK Public Contracts Regulations 2015, become clear in the next few days and weeks.

The old Negotiated Procedure, with prior advertising, has been replaced by a new process entitled Competitive Procedure with Negotiation, but Negotiated Procedure without advertising remains available.

There is also one wholly new procedure, linked to innovation, called Innovation Partnership.

Contracting Authorities using the Open Procedure will have the ability to use it in matters of urgency with a significantly reduced timescale of 15 days.

The minimum timescales have all been radically changed. The Selection stage in the Restricted Procedure has dropped from 37 days to 30 days and the base tender timescale is now 30 days, down from the current 40 days.

The use of the Prior Information Notice can see the tender timeframe cut to 15 days in the Open Procedure and as low as 10 days in the Restricted Procedure and the Competitive Procedure  with Negotiation.

Oh and did I mention that buyers will be able to agree a tender timeframe with suppliers in the Restricted Procedure and the Competitive Procedure with Negotiation?
