ADDRESS – William Jordan
Chief Sustainability

William's
civil service postings have ranged across
strategy, delivery and change management.
In DWP, he worked on pensions issues, helped
develop the first tax credit and served as
Programme Manager of a major change programme.
In the Treasury, William worked on environmental
spending and policy, and in the Cabinet Office
he worked in the Strategy Unit and the Secretariat
that services the work of Cabinet Committees.
He was a founder member of the Prime Minister’s
Delivery Unit (PMDU), and served three years
as a Deputy to Michael Barber. Over the past
two years William has helped the OGC Efficiency
Team learn from the experience of the PMDU;
led the Treasury's work to develop an efficiency
programme for CSR07; and served as Programme
Director for the OGC Review and also Deputy
Chief Executive of the OGC. He is currently
leading on sustainability work in the OGC. |

Grahame joined Glasgow-based BiP Solutions
Ltd as Production Director in 2003, following
13 years as a Magazine Editor, Publisher and
latterly Publishing Director at EMAP plc.
He is responsible for the Media Department
at BiP, which includes the Contracts, Communications
and Design teams that are responsible for
producing Government Opportunities
magazine and MOD Defence Contracts Bulletin. |

Caroline
Booth

Director, Lloyds Banking Group |

Caroline
joined Lloyds TSB in January 2006 as Chief
Procurement Director to transform the procurement
capability of the group. Her team is responsible
for all aspects of procurement including rightsourcing,
supplier management and enabling processes
and systems, and have consistently exceeded
all targets. Caroline started her career as
a graduate trainee with Shell, focusing largely
upon Supply Chain and Procurement. In 1997
she left to join Ernst & Young as a management
consultant, where she remained until the end
of 2004, by which time she was Vice President
of Supply Chain for Capgemini in the UK. |

Tom
Carnac
Head of Public Sector,
Carbon Disclosure Project |
| Tom
is Head of Public Sector for the Carbon Disclosure
Project. In this role he is responsible for
the strategic development and expansion of
the CDP Public Procurement Project, an innovative
approach to supplier engagement and data gathering.
In 2008 this project included eight organisations
in the UK including Defra, the OGC and Leeds
City Council. In 2009 the project will expand
to the EU, North America and Asia. Tom is
also responsible for the CDP Cities Programme;
a network of cities all using the CDP process
to disclose their own climate change related
risks, opportunities and emissions. The pilot
of this project was successfully completed
in 2008, including large urban centres such
as New York City, Chicago and Miami. Tom has
also worked in intergovernmental organisations
at both the UN Commission on Sustainable Development
and the UN Framework Convention on Climate
Change, facilitating the engagement of marginalised
voices. |

Mel
Jones
Contract Development
Manager, Exeter City Council |
 |
Mel is a Contract Development Manager within
a multi disciplinary unit of professional,
technical and trade trained staff. He is particularly
responsible for providing corporate consultancy
services in terms of energy management, procurement,
contractual arrangements, cost advice, financial
control and building and electrical servicing,
maintenance and repairs. Mel, with his team
has achieved several national awards for initiatives,
notably, four SOPO Awards and two Government
Opportunities (GO) Awards, the latter, in
June 2008. |

Chris Large
Head of Consultancy,
Global Action Plan |
 |
Chris’s
focus at Global Action Plan is to ensure that
the behaviour change projects facilitated
by the charity are effective and contemporary.
An IEMA associate, Chris brings experience
in running improvement processes for local
government, blue chip companies and charities.
While at Global Action Plan he has run over
50 employee engagement training sessions,
planned internal behaviour change campaigns
with a combined audience of 100,000 employees
and helped to establish the Environmental
IT Leadership Team. Chris has presented the
IT sector research paper An Inefficient Truth
at the House of Commons. He has also chaired
a panel at the Green IT Summit 2008, facilitated
a workshop at the Nottingham Declaration event
and made numerous presentations at internal
company conferences, including E.ON. |

Manders
Head of Development
, Combined Heat & Power Association |
 |
Ian
joined Combined Heat & Power Association
from the Association for the Conservation
of Energy (ACE), the leading campaign organisation
in the field of energy efficiency. As Deputy
Director of ACE Ian was responsible for supporting
the development of the planning framework
as a key policy tool to achieve higher standards
of energy efficiency and greater use of low-carbon
energy. Before ACE, Ian was Development Manager
of the Energy Centre for Sustainable Communities
(ECSC), where his work included writing Lewes
District Council’s local planning policy
on renewable energy, and working with Woking
Council to disseminate information about their
district energy scheme. ECSC is now owned
by Woking Thameswey, Woking Council’s
energy company. |

Simon
Pain
Procurement Services
Manager, Crossrail |
| Simon
manages the procurement of a variety of high-value
corporate and project requirements for Crossrail,
a £15.9bn project to deliver a new underground
railway across London and the South ast. He
leads on developing responsible procurement
and ensuring its implementation on Crossrail.
Simon has worked in a variety of public and
private sector finance roles, including audit,
insolvency and investment appraisal. He is
a Chartered Accountant, qualified Project
Manager and a recently qualified Member of
the Chartered Institute of Purchasing and
Supply. Simon is Crossrail’s champion
for e-Procurement techniques. |

Siegle Broadcaster |
 |
Lucy writes a weekly column on ethical living
for the Observer magazine, and is a reporter
on BBC1’s The One Show, focusing on
consumer issues. In print, Lucy’s Observer
articles cover issues ranging from ethical
consumerism to corporate social responsibility
and sustainable development. She was also
responsible for editing a guide to organic
food for the paper’s Food Monthly section.
Lucy’s broadcast experience also includes
appearing as an environmental expert for BBC
Breakfast during the Earth summit and participating
in live radio debates on Radio 5 Live. |
